Property Tax - Local or State Cause

I received a several emails today regarding Matt Kelty's comment about over 99% of property tax dollars are consumed within Allen County. It reflects Kelty's claim that local government does control the impact on the paying of property tax over Tom Henry's claim of it being state controlled issue.

Below is selected Allen County townships, with three school districts, and with City Link Bus Service taxing area included. These rates are the 2006, payable in 2007.

The state control comment stems from the fact that local governments are extremely limited in how they can structure the who/what/when/where of taxes. All the taxing authority stems from state law and there is very little flexibility given to local government.

Many, including myself, think more local control would be better. The closer the voter is to the tax raiser the better...

Go talk with any Mayor in Indiana about this issue and you will likely get an earful!

It isn't about the "percentage" of property taxes that go to the state, it's about the state's impact through new and existing legislation and rules and regulations.

Decisions at the state level have more of an impact on local governments than most people realize.
